Benchmarking: a policy analysis

There is a growing trend towards measuring and benchmarking both health and the performance of healthcare systems. But how do we measure the effectivenss of the benchmarking systems themselves?
This report presents a framework for assessing the value and policy relevance of benchmarking initiatives in health, so that we can evaluate the capability of benchmarking to guide future health policy developments.
The work was undertaken within the context of the Policy Futures research programme supported by the Nuffield Trust at the Judge Institute of Management.
