Discussion of independent management of the NHS often ends up reaching one of two conclusions: either that the size of the NHS budget alone demands direct political accountability, or that the electoral cycle makes the NHS too influenced by short-term politics. Professor Brian Edwards goes beyond the usual debate to ask: if we do want an independent health service, what are the reasonable options and their costs and benefits?
This exploratory report also gives an overview of how lines of responsibility work for the NHS in its current state.
