The Nuffield Trust’s third Annual Health Strategy Summit, held in March 2011, came at a critical time in the implementation of the NHS reforms. This report reflects on the debates that took place during the Summit.

Summary

The 2011 Summit provided a forum for health leaders to hear rigorous evidence and international experience, and to discuss and explore solutions to the challenges facing the NHS now and in the future.

Themes

The summit focused on three key areas that are central to the NHS reform agenda: 

  • Commissioning: understanding how commissioning can be strengthened and highlighting international innovations; 
  • Market mechanisms: assessing what type of competition has most impact and how competition policy should develop; 
  • Unleashing dynamism: exploring how people and organisations can become more effective to meet the challenges ahead, with a focus on incentives, information, leadership and policy.

In this report we provide a summary of the key discussions and reflect on the main questions that were debated, including:

  • Can the Big Society help the NHS deliver in austere times?
  • Is it time to move beyond commissioning?
  • How can we unleash dynamism in the NHS?
  • What are the key issues for the new economic regulator?
  • How can we use data to evaluate and develop services?
  • Why is e-health so far behind the times?

The Summit heard from a range of leading UK and international health leaders. Rt Hon Andrew Lansley CBE MP, Secretary of State for Health, made the keynote address, and there were key contributions from ResPublica’s Phillip Blond, The Young Foundation’s Geoff Mulgan, and Dr Marshall Ganz of the Harvard Kennedy School of Government.
