In this video, Nuffield Trust Director of Policy Dr Judith Smith talks to Senior Fellow Ruth Thorlby about her observations from listening to a group of policy-makers, former politicians and researchers talking about managing a downturn and reforming health services in the 1990s, during the Nuffield Trust and Canadian Health Services Research Foundation partnership event: Managing a health system through an economic downturn: A masterclass, in May 2011.

Dr Smith discusses the role of politicians, the importance of managing the process of change and the need for a clear vision for reform.

The video interview forms part of the Nuffield Trust's wider research project: Managing the NHS through the financial squeeze: learning from international experience.
