David Blumenthal: financial incentives in health

The government in the United States has recently developed and released new rules for health care providers (including hospitals and physicians) to qualify for financial incentives for investment in effective electronic records and other IT systems which improve the quality and efficiency of care.

One of the recent regulations defines the "meaningful use" objectives that providers must meet to qualify for incentive payments.  This was developed by a team at the US Department of Health and Human Services, led by David Blumenthal, appointed by President Obama as the national coordinator for Health Information Technology.  David explains to Vidhya Alakeson, Nuffield Trust Senior Fellow, his reaction to the publication of the new regulations.
