Dr David Lloyd of The Ridgeway Surgery in Harrow talks to Dr Rebecca Rosen of the Nuffield Trust about his ideas for managing demand for GP services. He suggests that the current system of multiple budgets and multiple providers generates perverse incentives, such as the incentive for a GP to send a patient to hospital.
He argues for a single budget and a system that differentiates between complex cases and one-off, less serious cases. They also discuss the need for a local approach based on the needs of the area in which the GP surgery is based.
