In this slideshow, Rt Hon Paul Burstow MP, Minister of State for Care Services (2010-2012), explains the need for social care reform in England due to an ageing population and the challenges ahead.

Rt Hon Paul Burstow MP spoke at the Nuffield Trust and Daiwa Anglo-Japanese Foundation partnership event: Shifting values: how should we care for older people in society? in November 2013.

Following the event, the Nuffield Trust published the report: Caring for an ageing population: points to consider from reform in Japan, which outlines the findings from a wider research project, part funded by the Great Britain Sasakawa Foundation, looking at the progress of health and social care reform in Japan, including major changes to the delivery of care for older people.
