Among the many challenges confronting a reorganized National Health Service is the need to continue to improve the services for children. Success or failure will in the early stages depend locally upon the ways in which the child health care planning teams do their work: how well they succeed in identifying local needs and how well they succeed in providing the essential leadership to achieve solutions.

It will be their responsibility to bring together disparate professional skills and interests, to weld these into a unified team, supplied by an effective information service and secretariat, to make decisions based upon full knowledge of local resources, and to develop efficient channels of communication and consultation with all those concerned with the implementation of new policies.
