As a result of research and observation, some of the more important failures even to make use of the information which can be made available under present circumstances have been known for years.
Indeed, the faults seem endemic to the NHS system as a whole, which clearly lacks the means for co-ordinating policies generally, and also pace the Rothschild Reforms, for directing and co-ordinating research relevant to the objectives of making the best use of resources and providing effective services.
