Sir Kenneth commenced this work at a time when a review of the National Health Service had been accepted, and announced by the Government. The key issues which were causing concern about the future of the NHS ahead of the General Election in 1987 included: the increasing inadequacies exposed in the multiplicity of authorities and agencies; the inflexibilities of structure and complexities of management; the mounting excesses of demand over supply; and frustration in the more prosperous parts of the UK at the failure of the Government to endow their local hospital services with some of that prosperity.
