It is important to appreciate that what this report has tried to do is to provide an account of the significant events, to try to interpret these at one point in time and, perhaps more importantly, that this has been done concurrently with a major reform programme being implemented. But while the attempt can only be judged as incomplete and partial it should provide an impression of events while they are fresh in people's minds.
