Devolved purchasing in health care: A review of the issues

The history of setting devolved budgets in the NHS is examined and the author concludes that the most appropriate system is likely to be heavily influenced by political priorities and local circumstances and recommends the retention of maximum flexibility in any future system of devolved purchasing.
