The lessons of history are too often ignored or the responses to such lessons invariably muted; and frequently action is under-fananced, possibly because the results are not likely to be immediately obvious.
Yet the experience not only of successful large-scale businesses, but that of long-established institutions of a national character such as in the naval and military spheres, shows that neglect of education and training is dangerous to effective discipline, to command and to the encouragement of initiatives in the field, all of which are the stuff of effective management.
