Scientific Control Systems Ltd were commissioned by the Scottish Home and Health Department in the autumn of 1970 to undertake a preliminary study of requirements of a managerial and administrative data system for an integrated health service.
The study began on 1 November 1970 and covered a very wide range of activities, the chief aim being to identify more closely the areas of data deserving special attention and the problems which will have to be overcome if a viable system is to be established.
