The overall problem is too complex for simple solutions, and despite its importance for services which are largely interpersonal, there seems to be a general policy of laissex-faire. This may have to do with structure, for the truth is often ignored that the NHS is not analogous to a large-scae organisation. It is essentially a large number of independent authorities lacking a nerve-centre to provide cohesion and depending on virtually a spiritual concept- the 'NHS', which has always meant all things to all men.
This collection is an attempt from outside the government machine to draw attention to the limitations of research and information available and therefore the inadequacy of the 'intelligence' base for manpower planning. It makes a strong case for the adoption of a strategy for manpower.
