In nearly all countries the costs of running health care services have risen. It is often suggested that this situation is aggravated by the obsolescent nature of the hospital services which make it neccessary to 'practice' twentieth century medicine with nineteenth century institutions.

The objective of this study was to explore if the effective demand for medical care in hospitals is the actual need.
